He was president of the Board of the Costa Rica Bank, led the Puerto Limón City project with the Government of the Republic. He was Director and Vice President of the National Banana Corporation and consultant to the Union of Banana Exporting Countries.</p>

			<content:encoded><![CDATA[<p>Working in the development of the Postal sector marks the work of Serrana Bassini. She worked at the Uruguayan Post for 15 years. Since 1996 she has been working at the Postal Union of the Americas, Spain and Portugal (PUASP). She has held the post of PUASP Secretary General since 2006.</p>
<p>Serrana Bassini’s close collaboration with the Universal Postal Union has significantly strengthened the relationship between the UPU and the PUASP.</p>
<p>Serrana Bassini has been awarded the highest recognition bythe Government of the Dominican Republic: “OrdendelMérito de Duarte, Sánchez y Mella”.</p>
<p>Serrana Bassini has dedicated a lifetime to the development of the postal sector. Principles of universality and access opportunities have always been the drivers of her activities. Support, solidarity amongst members, the effectiveness of results, transparency of management and trust in human resources, form the base of all of her decisions.</p>

		<description><![CDATA[Enablers of Trust: The regulatory role and the future of USPS]]></description>
			<content:encoded><![CDATA[<p>After his nomination by George W. Bush in 2005 and being confirmed by the senate on 2006 Mark Acton was again nominated by President Barack H. Obama on May 12, 2011 for a second term of office extending until October 14, 2016. Prior to that appointment, Mr. Acton had served as Special Assistant to the Chairman of the Postal Rate Commission assisting in managing all aspects of agency operations.</p>
<p>In addition to his years of public administration experience at the Postal Regulatory Commission, Mr. Acton has an extensive professional history of active involvement in the public policy arena &#8211; including nine years of experience managing legislative and regulatory concerns as Staff Director for the Republican National Committee Counsel&#8217;s Office. Mr. Acton&#8217;s professional background includes direct mail marketing experience managing Republican Party finance.</p>

Prescott is an international lawyer and association executive.  He has spent his career in international corporate, securities, commodities, finance, and postal law and projects.   Most relevant to his presentation today, he is the founder and Editor of <em>The Prescott Report</em>, which covers international postal, privacy and marketing issues, and he is the founder and Executive Director of The Global Address Data Association.</p>
<p>He is an author and frequent speaker around the world on direct and interactive marketing developments, postal matters, and privacy and data protection and has authored numerous works to assist data processors to understand and comply with laws and best practices world-wide.</p>
<p>Of all his activities, undoubtedly his favourite is being able to serve as a judge for Triangle’s World Mail &amp; Express Awards where he gets to learn about the best and most innovative of developments in the postal world.</p>

			<content:encoded><![CDATA[<p>Daryl Jackson has served as a Director in Deloitte’s Federal Government practice since 2006. During this time, he has worked closely with most of the senior executives at a major postal industry client in the areas of finance, sales strategy, security, and business improvement.</p>
<p>While working with the postal industry client, Daryl has been involved in significant Financial Process Reengineering efforts. The process improvement work indentified multiple opportunities for savings and process improvement including an enhanced budget process. Working with Deloitte’s security and privacy group, Daryl has also been involved Deloitte’s program management oversight for employee and contractor badging and credentials. In addition, Daryl has worked with Deloitte teams delivering sales strategy, sustainability metric reporting and analysis, bulk mail entry unit optimization and product standard cost accounting services for the postal industry client.</p>
