Measures of the Size of the Worksharing Market

Although final delivery is reserved for the USPS the remainder of the postal and the whole packages markets are open to participation from the private sector. This provides the private mail service providers not only with a market for traditional mailhouse services but also the ability to provide core mail services that would otherwise be provided by the USPS. Parcel consolidators, by drop-shipping consolidations of parcels to a postal facility closer to the final delivery, can offer substantial savings to their customers.
